About this Role:
The IT Acquisitions/FITARA Analyst will support federal agencies in managing IT acquisitions, ensuring compliance with the Federal Information Technology Acquisition Reform Act (FITARA), and improving governance and reporting processes. The Analyst will work closely with program managers, contracting officers, and IT leadership to provide acquisition planning, FITARA scorecard analysis, and strategic recommendations to optimize IT investments.
Key Responsibilities:
- Support the planning, execution, and management of IT acquisitions in alignment with federal acquisition regulations (FAR) and agency-specific policies.
- Conduct FITARA compliance assessments and provide recommendations to improve agency performance on the FITARA Scorecard.
- Develop acquisition strategies, market research, and cost/benefit analyses to inform procurement decisions.
- Track and analyze IT investment portfolios, ensuring integration with Capital Planning and Investment Control (CPIC) processes.
- Prepare required FITARA reporting, dashboards, and presentations for agency leadership, OMB, and congressional oversight.
- Advise stakeholders on contract types, acquisition methods, and vendor engagement strategies to maximize IT value.
- Coordinate with cross-functional teams, including budget, finance, procurement, and IT, to ensure accurate and timely reporting.
- Provide recommendations for IT governance improvements, risk management, and performance tracking.
- Assist in developing training materials and guidance to strengthen agency compliance with FITARA and acquisition best practices.
Qualifications and Skills:
- Bachelor’s degree in Business, IT Management, Public Administration, or related field.
- 5+ years of experience in federal IT acquisitions, procurement support, or related program analysis.
- Strong knowledge of the Federal Information Technology Acquisition Reform Act (FITARA) and its impact on IT governance.
- Experience with federal acquisition processes, including FAR and agency-specific acquisition policies.
- Familiarity with CPIC, OMB A-11 requirements, and IT investment portfolio management.
- Excellent analytical, research, and written/oral communication skills.
- Ability to brief senior federal executives and prepare high-quality reports and dashboards.
Desired Skills and Competencies:
- Master’s degree in Business, Public Policy, or IT-related discipline.
- FAC-C, DAWIA, or equivalent acquisition certification.
- Knowledge of Agile/DevSecOps and modern IT delivery models in federal environments.
- Experience with government IT financial systems, budget formulation, and portfolio management tools.
- Prior experience supporting congressional or OMB reporting related to FITARA.
Additional Information:
- Public Trust or Secret clearance (depending on agency/contract).
- Must be a U.S. Citizen.

Compensation: $115,000.00 - $120,000.00 per year
