About this Role:
Imagineeer is seeking a Time & Attendance Specialist with strong technical and software development experience to support the modernization of the Human Resources Information Technology (HRIT) environment at the Department of Health and Human Services (HHS). This role focuses on transforming legacy timekeeping and scheduling systems into modern, integrated digital services using ServiceNow HRSD, GovTA, and other cloud-based HR platforms.
The ideal candidate has experience supporting GovTA, federal time & attendance policies, and HR modernization efforts, combined with hands-on experience in system configuration, integration, workflow automation, or application development.
Key Responsibilities:
- Support the modernization, configuration, and enhancement of Time & Attendance, scheduling, and HR lifecycle processes within the HHS HRIT environment.
- Design and implement workflow automations, rules, and data models for time entry, leave management, scheduling, exceptions, and overtime tracking.
- Work closely with developers to support ServiceNow HRSD, Employee Center, and GovTA functionality as it relates to timekeeping, onboarding, position management, and employee lifecycle operations.
- Analyze legacy federal time & attendance systems and translate requirements into modern, secure, cloud-based solutions.
- Collaborate with HR, payroll, and timekeeping stakeholders to document business processes, identify modernization opportunities, and define system requirements.
- Support integration of HRIT time & attendance data with external systems such as payroll providers, identity management platforms, GovTA, and enterprise data sources.
- Develop functional specifications, user stories, test scripts, acceptance criteria, and system documentation.
- Participate in Agile ceremonies and contribute to iterative delivery cycles aligned with modernization milestones.
- Support system testing, UAT, regression validation, release management, and post-deployment stabilization.
- Ensure all timekeeping solutions comply with federal labor regulations, OPM policies, FLSA rules, audit requirements, and HHS-specific HR policies.
- Provide production support, root-cause analysis, and troubleshooting for timekeeping and scheduling applications.
Qualifications and Skills:
- U.S. Citizen and eligible to obtain a Public Trust clearance.
- Bachelor’s degree in Business Administration, Human Resources, Information Systems, or related field preferred.
- 3–5+ years of experience working with federal time & attendance systems (e.g., WebTA, ITAS, GovTA, HRLinks, NFC, or similar).
- Experience supporting federal HR, payroll, timekeeping, or scheduling modernization initiatives.
- Hands-on experience with HRIT systems such as ServiceNow HRSD, GovTA, or similar platforms.
- Familiarity with technical concepts such as workflow automation, system integrations, APIs, data mapping, and requirements analysis.
- Strong understanding of federal HR business processes, including work schedules, leave categories, pay rules, and Time & Attendance compliance.
- Ability to create clear technical documentation and collaborate with development teams.
- Experience working in an Agile, iterative delivery environment.
Desired Skills and Competencies:
- Experience with HHS programs such as CMS, NIH, ACF, or HRSA.
- Exposure to ServiceNow HRSD, Employee Center, and GovTA configuration or development.
- Knowledge of REST/SOAP web services, HR system integrations, or data exchange tools.
- Experience with cloud modernization efforts (ServiceNow, Workday, Oracle, AWS, etc.).
- Understanding of federal SDLC, audit requirements, and security compliance (FedRAMP, FISMA, Section 508).
- ServiceNow HRSD or related HRIS certifications.
