About this Role: 

The GovTA Developer will play a hands-on role in modernizing the U.S. Department of Health and Human Services (HHS) Human Resources Information Technology (HRIT) ecosystem. This position focuses on enhancing and optimizing the GovTA (Government Time & Attendance) system built on UKG/Kronos technology to improve timekeeping, compliance, workforce management, and HR operations.


Key Responsibilities: 

Configuration & Customization
  • Configure GovTA modules (pay rules, work rules, accruals, schedules, workflows, timecards).
  • Build HyperFind queries, Genies, and optimized workflows.
  • Develop enhancements to improve functionality, automation, and compliance.
Integrations & Development
  • Design and maintain integrations using WIM, REST APIs, and file-based interfaces.
  • Collaborate with interfacing teams to ensure accurate data flow with HR Connect, NFC, and internal HHS applications.
  • Perform SQL-based validation, troubleshooting, and reporting.
  • Customize components using Java, JavaScript, JSP, and UKG-supported technologies.
  • Develop scripts, automation tasks, and API connections.
Compliance & Security
  • Apply knowledge of OPM regulations, FLSA, comp time, AWS, and telework policies.
  • Ensure configurations comply with federal audit, security, and timekeeping requirements.
  • Support Access Control and RBAC configurations aligned with federal standards.
Collaboration & Agile
  • Work closely with HRIT leadership, HR SMEs, and program teams to gather requirements.
  • Participate in Agile ceremonies, sprint planning, and backlog refinement.
  • Support testing lifecycle activities (unit, integration, UAT, regression).
  • Assist in legacy-to-modern Kronos/UKG migrations.


Qualifications and Skills: 


  • 3–7+ years of experience with Kronos/UKG Workforce Central, Dimensions, or GovTA.
  • Hands-on expertise with WIM, SQL, HyperFind, Genies, and pay rule configuration.
  • Experience building integrations using REST/SOAP, flat files, or ETL-like processes.
  • Strong understanding of federal HR/timekeeping rules (FLSA, OPM pay/leave policies, comp time, AWS).
  • Prior experience supporting GovTA or similar Kronos/UKG implementations for a federal agency.
  • Proficiency in Java/JSP/JavaScript for Kronos customizations.
  • Ability to obtain or hold a Public Trust clearance.
  • Knowledge of FISMA, FedRAMP, RBAC, and federal IT security requirements.
  • Experience with UKG Analytics, or other reporting tools preferred.

Compensation: $125,000.00 - $135,000.00 per year
