About this Role: 


Imagineeer is seeking a Business Analyst/Data Liaison to support enterprise data modernization and digital transformation initiatives within federal healthcare and defense environments. 


This role is responsible for translating mission requirements into documented business, functional, and compliance-driven system requirements. The Business Analyst will ensure that technical implementations align with regulatory standards, operational workflows, acquisition requirements, and cybersecurity controls. 


The selected candidate will serve as a liaison between government stakeholders, technical teams, cybersecurity personnel, and program leadership to ensure traceability from mission need to deployed capability. 

Key Responsibilities: 

  • Gather, analyze, and document business and functional requirements for enterprise data platforms and modernization initiatives 
  • Develop artifacts including: Business Requirements Documents (BRDs), Functional Requirements Documents (FRDs), Use cases and user stories, Process flow diagrams and gap analyses. 
  • Map operational requirements to compliance frameworks including: NIST SP 800-53, RMF (Risk Management Framework), FedRAMP Moderate/High, HIPAA, DoD 5400.11-R privacy requirements 
  • Support requirements analysis for systems integrating: MHS GENESIS, TRICARE, United States Transportation Command 
  • Conduct stakeholder interviews and working groups across clinical, logistics, operational, and IT domains 
  • Perform business process modeling and re-engineering analysis 
  • Identify compliance risks, control gaps, and mitigation strategies 
  • Support development of ATO documentation and traceability matrices 
  • Participate in Agile ceremonies and backlog refinement 
  • Ensure requirements maintain end-to-end traceability through design, development, testing, and deployment 
  • Support audit readiness activities and documentation reviews 
Qualifications and Skills: 

  • 5–10+ years of experience as a Business Analyst supporting DoD or federal agencies 
  • Experience supporting enterprise IT, data, or healthcare modernization programs 
  • Strong understanding of federal compliance frameworks (NIST 800-series, RMF, HIPAA) 
  • Experience developing detailed requirements documentation in regulated environments 
  • Familiarity with zero-trust principles and ICAM policy impacts on workflows 
  • Experience conducting business process mapping and gap analysis 
  • Strong written and verbal communication skills 
  • Experience supporting Agile or hybrid delivery environments 
  • Able to obtain a public trust clearance 
Desired Skills and Competencies: 

  • Experience supporting Military Health System modernization initiatives 
  • Familiarity with IL4/IL5 cloud-hosted environments 
  • Experience supporting federal acquisition efforts (FAR/DFARS familiarity) 
  • Knowledge of data governance and records management requirements (FRA/NARA) 
  • Experience supporting AI/ML-enabled analytics initiatives 
  • Certification such as CBAP, PMI-PBA, or Agile-related credentials 
  • Experience handling Controlled Unclassified Information (CUI) 
  • Strong stakeholder facilitation and executive briefing capabilities 
  • Active DOD clearance
